Zapier: Why can't I pull in samples when creating new zap?

Currently you will not be able to pull samples until you have created an action. 

When setting up the Continually trigger:

  1. Click on 'Skip This Step' 
  2. Then click on 'Continue with the Default Sample' button

This will give you default data to show you the information that you might pull when the Zap is complete.
